In reply to your letter dated the 9th inst. asking me whether our office has made an offer for supplying unconditionally the postage stamps to the Chinese Post Office at thirty percent discount, I have the honour to inform you that I have not the slightest knowledge of the matter and therefore, I can assure you that I have never been asked to make such an offer by the Chinese Post Office on this subject nor did I make it myself.
